What consumer mains are, and who owns them
Powercor is the electricity distributor for the Geelong region. It owns the poles, the wires in the street and the service line that runs to your property. The point of supply is where that service line meets your installation. Everything on your side of that point belongs to the property owner. That includes the consumer mains, which are the cables that carry power on to your meter and switchboard.
Around those cables sit the parts that most often fail: the service hook or bracket on the wall where an overhead line attaches, the fused mains box, the meter box, and the main earth. When any of these is worn, damaged or too small for the load, the fix is a job for the owner's electrician, not for Powercor.

Signs you need a mains upgrade
- You are adding a big load. Powercor lists EV chargers, larger air conditioning and new appliances as common reasons to upgrade supply.
- Lights dim or flicker when large appliances start, across the whole house and not just one room.
- The fused mains box is cracked, loose or scorched, or the cable entering the house is frayed or perished.
- The service hook or bracket is loose, or the fascia it is fixed to is rotten.
- The meter box is damaged: door missing, hinges broken, no longer weatherproof.
- A switchboard upgrade has shown the mains are undersized or the main earth is missing.
- You are renovating, extending or adding a workshop that needs more capacity or three-phase power.
- You have a Powercor defect notice.

Overhead to underground, and three-phase upgrades
Overhead to underground
Moving an overhead supply underground removes the line across the yard and the bracket on the house. Powercor treats it as an alteration when underground supply is available at the same pole, and as a network upgrade when a new service pit is needed. For pits, Powercor says it makes an offer within 20 business days and that installation is usually 6 to 10 weeks after the offer is accepted, at the customer's cost. Powercor does not require an underground service, but an altered service has to meet the current Victorian Service and Installation Rules.
Single-phase to three-phase
Three-phase gives a home or business more capacity for EV charging, large air conditioning, workshop machinery and commercial kitchens. Changing the number of phases or the supply capacity is a request only a registered electrical contractor can lodge. Powercor requires maximum-demand calculations for requests over 80 amps per phase. What a Powercor defect notice is, and what happens next
A defect notice tells you that part of your own electrical installation is unsafe or non-compliant. Fixing it is the owner's responsibility. The defects Powercor names most often are:
- Service hook missing or not secure at the point of attachment
- Fused mains box defective or not secure
- Meter box defective: door missing, hinges broken, not weatherproof
- Faulty or damaged switchboard
- Vegetation on your property near the service line, or blocking access
What happens next:
- Read the notice. It lists the defect and the date the repair is due by.
- Send us a photo of the notice and of the meter box and the line into the house.
- We repair the defect and issue a Certificate of Electrical Safety.
- We send the certificate to Powercor and a compliance declaration is submitted.
- If supply was disconnected, Powercor reconnects. Powercor says reconnection after the repair is free.

How a mains upgrade works with Powercor
- Site visit and quote. We check the mains, the point of attachment, the meter box, the earthing and the load you want to run.
- Application. We lodge the alteration or isolation request with Powercor. Only a registered electrical contractor can do this. Appointments are arranged by the electrician.
- Isolation. Powercor isolates the supply by appointment so the work can be done safely.
- The work. New consumer mains, mains box, bracket, meter panel or earthing as quoted.
- Testing and inspection. Work on consumer mains is prescribed work. An independent licensed electrical inspector, arranged by us, checks it. Prescribed work cannot be turned on until it has been inspected.
- Power on and certificate. Supply is restored and you receive your Certificate of Electrical Safety.

Certificates and inspection
In Victoria a Certificate of Electrical Safety must be provided for all electrical installation work. Consumer mains, main earthing and the main switchboard are prescribed work, which means an independent licensed electrical inspector checks the job. Energy Safe Victoria says the electrician has eight business days from completion to have prescribed work inspected.
Replacing a single fused mains box like for like is not prescribed work, but it still needs a certificate. Keep your copy. The law only requires the contractor to hold theirs for three years, and you can look up certificates through Energy Safe Victoria.

Often, yes. It is an alteration where underground supply is available at the same pole, and a network upgrade where a new pit is needed. We check the site and lodge the request.
Will the power be off during the work?
Yes, for part of it. Powercor isolates the supply by appointment, and prescribed work cannot be turned back on until it has been inspected. We tell you the plan for the day before you book.
Does Powercor fix the fuse box on the side of my house?
No. The fused mains box and the bracket where the line attaches are part of your installation. Powercor may issue a notice, and the owner's electrician does the repair.
